This sub group has been set up to investigate the advantages and disadvantages of a Garforth Parish Council and to consult with Garforth NP Forum and Garforth residents about the desirability of a Garforth Parish Council. This group will not delay or detract from the other work currently undertaken by the Steering group.
The Garforth neighbourhood plan is a 15 year plan and the community needs to know how best to support it over that period:
- How to keep the plan alive
- How to maximise the community’s share of the developers levy
One option is to create a parish council.
Background
Garforth is the only community in the whole of outer North and East Leeds that doesn’t have a parish council
But that has not always been the case. In fact, in the last 170 years Garforth has had a parish council for 130 of those years, from 1844 to 1974. In 1908 Garforth became an Urban District Council with its own council offices.

Under the Local Government Act 1972, the area of the County Borough of Leeds was combined with those of the Municipal Borough of Morley, the Municipal Borough of Pudsey, Aireborough Urban District, Horsforth Urban District, Otley Urban District, Garforth Urban District, Rothwell Urban District and parts of Tadcaster Rural District, Wetherby Rural District and Wharfedale Rural District from the West Riding. The new Leeds district was one of five metropolitan districts in West Yorkshire. It was granted a borough and city status to become the City of Leeds.
Since 1974 Garforth has been administered by Leeds City Council. The assets of the Urban District Council passed to the city council as well
